So these are not OTC but I have them on watch because I was looking for tickers that may go to OTC due to the new rule. But what ended up happening was I ended up with a list of potential movers because the SEC just hit pause on Nasdaq's new delisting rule.

How it started:

Quick background: on July 22 the SEC approved a rule that kicks any company off Nasdaq if its market value stays under $5 million for 30 straight trading days. No grace period. Over 200 companies were on the clock.

On July 29 the SEC stayed its own order. A party asked the full Commission to review it, and under their rules that freezes everything. The clock stopped.

What I was doing before the rule was paused:

I screened all 218 names. Cut the crypto treasury plays, the death-spiral preferred structures, and anything already flagged deficient on another listing rule. Then I checked filings on the survivors.

Here's what surprised me: most of the big drops in July were NOT short sellers betting on delisting. They were companies printing new shares. Short interest on most of these is under 1%. There's nobody to squeeze. Everyone would assume short sellers crushed these stocks. I checked. That's not what happened.

Here's the part nobody's talking about. I pulled volume on 124 of these names, before and after the rule.

Volume didn't spike. It collapsed. The typical name traded at less than half its normal volume. Two-thirds saw volume fall by 20% or more.

That signature is buyers withdrawing, not sellers attacking. Short pressure produces falling prices on rising volume. Falling prices on collapsing volume means the bid simply left — market makers widened, buyers stepped back from the whole category, and thin selling walked prices down through empty books.

So what came of all this?

So I'm not playing a bounce. I'm watching 7 names that have something real but started to bleed out because buyer left when the rule was announced:

$BNRG — lender waived a loan payment, negotiating a discounted payoff. Debt going down, not shares going up.

$MNDR — signed a real joint venture in Ghana. Watch the $300M ATM though.

$SXTP — trial data readout due by October 6. Hard date, real binary.

$BKYI — Central Bank of Jordan deal, already back in compliance. Going concern flag is the risk.

$ERNA (Ernexa Therapeutics) — zero dilution or compliance language across three filings

$JZXN (Jiuzi) — same, clean across three

$ELAB (PMGC Holdings) — merger/acquisition language three separate times, zero dilution language. Acquiring rather than raising is the rarest pattern in this entire cohort.

Rule pause may signal buyers to come back.
