The official key levels on any given OTCSET, such as $NBRI in this example, are the highest daily and monthly closing prices during the setup/base period. The daily high close marks the last technical line in the sand before blue skies are open while the monthly high close is likely lower than that level, but it can be a great early indication of key levels being tested. All that being said, if you really want to see the structure and see how clear or not clear the path is, you need to use volume profile. Look at the volume profile on $NBRI in the first chart and you'll see how after .001 the volume profile bars thin out, then above .0016 thin out even more. That means that getting above those levels implies getting above most of the structural resistance from the historical price action. So while the daily high trigger price is .004, the path gets dramatically cleaner starting in the .001s and by the .002s there's relatively much less supply to chew through.
